I do not know if it would have uptake, but I have designed a prospective trial for vaccine injury and am in the process of submission to the journal “Pilot and Feasibility Studies” https://pilotfeasibilitystudies.biomedcentral.com/. It is possible to publish a study protocol before the study is underway, as a study would need to be funded and executed of course, however, pre-registration is becoming the norm.
