Can the effects of TMS stimulate motor functions?

What would be the benefit on Trans-Cranial Magnetic Stimulation (TMS) on the Basal ganglia of the brain after multiple strokes and “Locked-in” Syndrome? Is there any way that this therapy could effect the Basal Ganglia in the same way it does when dealing with stimulating parts of the brain to rid depression?
